COURSE: OFFSHORE HELICOPTER LANDING OFFICER

COURSE DESCRIPTION
The Helicopter Landing Officer (HLO) on an offshore installation is the person in charge of the operations on the helicopter deck prior to landing, during the landing and take-off of a helicopter, including the boarding of passengers, and handling of freight, and refueling if the case may be. The HLO is also responsible for response to emergency situations on the helideck.
COURSE OBJECTIVES
Effectively carry out the functions of HLO.
Manage the helideck and helideck assistant effectively.
Communicate with signs, sounds and visuals during helicopter landing and take off.
Understand helideck markings, sizes and limitations Coordinate activities during helicopter fueling.
Understand the requirements for helideck checks.
Be able to list minimum equipment required.
Understand hand signals in use on the helideck.
Understand the need for control of cranes and vessels.
Have discussed the minimum requirements for PPE.
Have an understanding of safety implications for movement on the helideck.
COURSE CONTENT
1.0 MAINTAIN A STATE OF READINESS
Element 1.1: Identify and locate helicopter operational hazards, hazardous areas, access routes and points.
Element 1.2: Identify, locate and operate all relevant equipment and controls
Element 1.3: Conduct emergency exercises
2.0 SUPERVISE HELICOPTER LANDING AND DEPARTURE
Element 2.1: Prepare for helicopter landing, both routine and emergency.
Element 2.2 Prepare for helicopter departure
3.0 SUPERVISE CARGO HANDLING
Element 3.1: Co-ordinate preparation of freight
Element 3.2 Supervise loading and unloading passengers, baggage and Freight
4.0 SUPERVISE THE REFUELLING OF THE HELICOPTER
Element 4.1: Prepare for refuelling

Target Audience
All offshore personnel appointed to Heli landing areas, Helideck Assistant, Roustabout called to attend on the helideck, personnel who are to be appointed to the role of Helicopter Landing Officer, safety Officers.
